Magdalena A K Muir is President and Associate of International Energy, Environmental and Legal Services Ltd. (IEELS) since 1995. Ms Muir’s expertise on behalf of IEELS includes environmental law and natural resource management; environmental aspects of energy exploration, development and consumption; indigenous and human rights; and business negotiations. On behalf of IEELS, Ms. Muir has developed and implemented various projects in conjunction with other Associates, including:

• Design and deliver courses on environmental regulation of the energy and natural resource sector for the University of Calgary Environmental Management Certificate Program on twelve occasions over the past six years; and for the Southern Alberta Institute of Technology Environmental Technology Program in fall 2001. Also develop curriculum for an energy and environmental law course that may in future be delivered via computer and email within Latin America and the Caribbean on behalf of University of Calgary/Association of Latin American Energy Ministries (OLADE) Energy and Environment Project (2001).
• Review and recommend means of developing marine protected areas for beluga whales in the Canadian Arctic in light of legislation and wildlife management regimes established under the Inuvialuit Final Agreement. This work included suggesting management approaches, a review of territorial legislation affecting marine waters, and an analysis of the overall framework for a marine protected area in the Canadian Beaufort Sea (1997-2001).
• Analyze and provide reports on jurisdictional issues, integrated coastal management, marine transportation, liability for shipping accidents, and Inuit and Manitoba First Nations issues as part of ongoing efforts to implement integrated oceans and marine protection in the Canadian Arctic and Hudson Bay. This work involves interaction and co-ordination of efforts with variety of governments and interested parties and supervision of ongoing legal research (1999-2001).
• Various meetings, research, publications and preliminary scoping of projects involving energy markets, environmental measure, and water management for Canada, Australia and Europe.

Ms. Muir is a Research Associate of the Arctic Institute of North America since 1991. In this capacity, she lectures and publishes on resource management under Canadian land claim agreements; wildlife management and the utilization of traditional knowledge; integrated watershed, coastal and oceans management; and comparative analysis between Canada, circumpolar Arctic and Australia. Ms Muir is a member of the Integrated Management Node of the Canadian Ocean Management Research Network. She is the recipient of a variety of scholarships and funding, including funding from the Climate Change Adaptation Fund to implement the Beaufort Sea Project for Climate Change.

Ms Muir has taught environmental law and resources management at the University of Calgary Faculty of Continuing Education and other educational institutions since 1996. She is also completing thesis-based Masters of Law on energy regulation, the Rule of Law, and the development of competitive energy markets in North and South America and southern Africa.

Ms. Muir was Chair of Canadian Bar Association National Environmental Law Section from 1997-98, and is Chair of the International Law and Legislation and Law Reform Committees from 1996 to the present. In this capacity, she coordinates presentations and conferences on topical environmental matters, and legislative and law reform activities on national and international law. Most recently, these activities include organizing and chairing an international conference on energy and environmental issues in Calgary in March 2000; and coordinating written comments and appearing on behalf of CBA NELS before Parliamentary Committee Environment and Sustainable Development for the Canadian Environmental Assessment Act (2002), the Canadian Environmental Protection Act (2000) and the Species at Risk Act (2001). Ms Muir is also. Ms Muir is also on the editorial board of the Journal of International Wildlife Law and Policy, and active on scientific and planning committees for various conferences.
